The numbers are arbitrary and have no significance to build order. It could have been a car used for crash testing for all we know. Lets say the front of the cars is 12:00 the air bags only work for impact from 11:00 to 1:00. This car looks like it had the front bumper pulled off from the side. Thats why air bags did not go off.
