Ok. I've done this before. But I forgot. I know where the adjusters are. Do I back off the hex nut and then screwdriver clockwise to raise idle?

Yes, turn it so it lifts the throttle stop further away from the seat

What do the things in my photo do?

Erik your highlight photo is deceiving as someone may thing you are referencing three different items.

Especially when you ask "What do the things in my photo do?"

The pivot point of the throttle body butterfly shaft

The hose clamp

and the air intake duck tube.

When in essence I believe you have drawn an arrow pointing to the actual idle adjustment screw.

As others have stated, break loose the jam nut and turn the idle screw clockwise on both throttle bodies an equal amount.

I would start with an 1/8 of a turn on both and see what that does.

Best of luck, Vic
