Supposably (believe it if you want I still dont know if I do) since the B2 still requires an extremely high level of clearance to work on or even get around they use it for "test" equipment and use flights with the aircraft as a test bed. SO many of these "2 billion" are actually research costs and not the actual costs necessarily. On the books it is said "The cost of the B-2 program in 1994 dollars was reported at $737 million per plane; however, the total cost of the program with development, spares, and facilities averaged over $2.1 billion per plane as of 1997 according to the B-2 program office."
