Considering the rarity of the color combo (1/1) and the relatively minor damage (from what we can see), I'd suspect that once repaired the value of the car will be virtually the same as if it was undamaged. The financial level to own one of these cars already shortens the talent pool immensely. Interestingly enough, the ability to put oneself through driving/racing school is not exploited enough at that level either. For the CGT, I'd say if you aren't already experienced at the track you should absolutely put in the time, or just not own the car, IMHO.
